Part E

We are wanting to fit a laminate flooring our 2nd floor flat which has concrete floors. As we are leaseholders we need approval from the freeholder who have said the following :

"The only way of being assured that the finished floor will pass the sound tests is if the work is carried out by a company who can guarantee this and certify the works on completion, otherwise, the risk is that on completion of work the floor will not be Part E compliant"

Is this something you or your company guarantee?

    It all depends on when the flats were created and if they were Part E compliant at the time. If they were built to Robust Detail standards it is possible they are not Part E compliant because Robust Detail constructions are often not built correctly. If the separating floor is not already Part E compliant it is unlikely that adding a laminate floor will not bring it into compliance regardless of the amount of sound insulation installed beneath it. Carpeted floors will always give superior sound insulation against impact noise such as footfalls and moving furniture. In addition, carpeted floors absorb a degree of reverberated noise therefore reducing the airborne noise nuisance to a small degree whereas laminated floors present a hard surface that will generate more impact noise and airborne noise.

    If the floor was subjected to a pre-completion sound test then it is possible you can still meet compliance but all testing should be conducted on the bare concrete before any floor covering is installed. As long as the existing floor has passed a pre-completion sound test, it should not matter what type of floor covering you install.
