Please help, haven't sleep properly since my neighbour move in

Can anyone suggest the best option to me please? My neighbour put a very noise water pump next to my bedroom. I did complaint to him so many times, but he just ignored me. He think he has a strong connection with the local council (he is a local councillor), so he may know how to play me around about the complaint. By the ways, can anyone suggest me the best way of using soundproof wall in my bedroom? And is it expensive? I have already suffered from the noise for more than three years. Many thanks!!
