Problem with bass type sound

I am experiencing noise from neighbour that is caused by loud music (heavy bass). I read that your RBAR with mineral wool/acoustic plasterboard would be the best solution. The area I need to cover is 2.3M * 9M * 2. Can you confirm the best approach to minimise the noise and what would be needed and how much would it cost. The product would also need to be delivered to central Scotland (postcode EH47 9AW).
